Howard’s research focuses on the history and politics of U.S. social policy. He is the author of two books and numerous book chapters and journal articles. Howard is also co-editor of the Oxford Handbook of U.S. Social Policy (2015). His most recent book, Thinking Like a Political Scientist: A Practical Guide to Research Methods, was published by the University of Chicago Press in 2017.
